It must be late fall into early winter, Fairfax County is grinding leaves in Pine Ridge Park. This park serves as a central dumping point for leaves collected by the county. Fairfax county collects leaves in those areas where there is public (rather than private) trash collection service. Dump truck after dump truck arrives, piling up a mountain of leaves. The leaves are passed through the enormous grinder to be reduced to mulch, which is then distributed free to citizens in various parks through the next year. - December 26, 2014
